They used the Kinetic Enhancements in an attempt to win a War and Bring Peace. They sent Troops injected with there Enhancements into a War that was already started.
They told the Troops that with these injections they would not even need to fear death! The Troops mission was to stop the War and bring peace to all parties involved.
